Itinerary TAGS should be set by admins and chosen from drop down

Right now agents write and validate tags manually for each itinerary, but this is prone to errors and mismatch. We should set these tags in admin for them to choose from a drop down. (I thought I had requested this already but can't find it in Canny).

Tourwriter Support

When adding tags to an Itinerary, Supplier, Resource or Media, Tourwriter should auto-complete or suggest if there is already a existing tag matching that name.
These will prevent Users from creating unnecessary tags.
Example if there is a tag 'fee' and another user creates another tag 'fees'.

totally agree - would work a lot better if we had a set range of tags that the team can select from for example channel, region etc
